Cable Channel 18 is designated as an educational television channel for Carroll County. Its role is to provide formal instruction and public information programming to the community, which Carroll serves.
Cable Channel 18 is considered an institutional vehicle of communication, similar to the College Catalog or Schedule of Classes. The station delivers information which reflects the official position of the college. The college is responsible for controlling programmatic content and/or form.
Formal instruction will be provided by the broadcast of courses at the post-secondary level created for the medium of television. These courses are selected for broadcast by Carroll, as a member of the College of the Air Distance Education Consortium, in cooperation with Maryland Public Television.
All public programming broadcast by Cable Channel 18 is produced or approved by Carroll.
