Board of Trustees Bylaws and Policies Manual
The board of trustees, consisting of seven members, is appointed by the Governor of Maryland under Article 16, subtitle 2 of the Annotated Code of Maryland. The members of the board of trustees have legal authority only when the board is in formal session with the prescribed majority quorum. Chosen from among the citizens of Carroll County, board members come from various communities in the county. They represent a range of educational, economic, and professional backgrounds.
The board’s primary function is to establish the policies that govern the college and to see that the institution fulfills its mission and goals. The board of trustees performs its responsibilities of appointing a chief executive officer, making policy, providing advice on major issues, and providing stewardship of the institution’s assets. They are also responsible for approving the academic programs offered by the college and for assuring that the highest possible academic standards are met. The board provides oversight of the financial status and management of the institution.
The board officers consist of a chair, vice-chair and secretary/treasurer. By law, the President of the college serves as the secretary/treasurer to the board. The board meets monthly in an open, public session. Copies of the agenda and minutes are distributed in designated areas of the college. On special occasions, the board may elect to meet in private executive sessions, which are convened typically for personnel and legal matters.
The board of trustees is dedicated to Carroll Community College and committed to preserving the integrity of the institution.

Barbara Charnock
Chairperson
On July 1, 2010, Charnock became chairperson of the Board of Trustees at Carroll. Charnock has taught middle school in Baltimore County for 30 years. She has a Bachelor of Science degree and a Master of Science degree in Education from Towson University.

Michael Mason
Vice-Chairperson
On July 1, 2010, Mason became vice-chairperson of the Board of Trustees at Carroll. He is owner of the commercial brokerage and loan firm, Mason Commercial Capital and Real Estate. He has a Master of Business Administration degree from Harvard Business School and a Bachelor of Mechanical Engineering degree from Purdue University.

Barbara Biller
Biller has been president of Intellitech, Inc. since 1995. Prior to this, she worked at Northrop-Grumman Corporation, Integrated Systems Sector. Biller has a Master of Business Administration from Loyola University and a Bachelor of Science from Towson University.

David Bollinger
Bollinger is vice—president of Barnes-Bollinger Insurance Services, Inc. Bollinger is a graduate of Salisbury University. He is a licensed Property and Casualty—Life and Health Insurance, Certified Property and Casualty Underwriter, Certified Insurance Counselor and licensed Maryland Real Estate Broker.

Delaine Hobbs, Jr.
Hobbs is president of Peoples Lumber & Supply Co., Inc. He is a graduate of the University of Maryland and of the New York Institute of Photography.

Donald Lippy
Lippy is an owner of Lippy Brothers, Inc. in Hampstead Maryland, a grain and vegetable farming operation. He has a Bachelor of Science in Agriculture from the University of Maryland. He is a past-chairman of the Carroll County 4-H and FFA Fair Board.

David O’Callaghan
O’Callaghan is the director of Engineering for Power/Control Systems at Northrop Grumman Corporation. He holds a Bachelor of Science of Electrical Engineering from Penn State University and has completed graduate coursework in science and engineering at the Johns Hopkins University.
