Financial Aid - Maryland State Grant and Scholarship Programs
As a Carroll student, you may be eligible for one or more grants and scholarships sponsored by the Maryland Higher Education Commission (MHEC).
You and your parents, if applicable, must be Maryland residents to receive MHEC's financial assistance except for the Nonresident Tuition Reduction Program for Nursing. You must enroll as a degree-seeking student in a two-year or four-year Maryland college or university. Enrollment requirements vary by program. Awards are made directly to students from the Office of Student Financial Assistance (OSFA) at MHEC unless otherwise noted. OSFA applications can be obtained at MHEC .

The Howard P. Rawlings Guaranteed Access Grant Program
Applicants must be high school seniors who complete a college preparatory program or technical preparatory program with an unweighted cumulative grade point average (GPA) of 2.500 or better. The recipient must be full-time student. Annual awards range from $400 to $14,300 and are renewable if eligibility criteria continue to be met and the student maintains satisfactory academic progress.
Applicants should submit the Free Application for Federal Student Aid (FAFSA) and the Guaranteed Access Grant application by Sunday, March 1. Guaranteed Access Grant Applications received after March 1 are considered if funding is available.
The Howard P. Rawlings Educational Assistance Grant Program
Applicants may be high school seniors or full-time degree-seeking undergraduates. The recipient must demonstrate financial need and complete the Free Application for Federal Student Aid (FAFSA) by Sunday, March 1. Late applicants are placed on a waiting list. Annual awards of $400 to $3,000 may be renewed if the student maintains satisfactory academic progress, completes the FAFSA by March 1 each year, and continues to show financial need.
The Campus-Based Educational Assistance Grant Program
Funding for this program is provided to Maryland colleges and universities to award to full-time students who demonstrate financial need and have not received other state aid. Awards are restricted to students who do not complete the Free Application for Federal Student Aid (FAFSA) by Sunday, March 1. Awards are based on the availability of funds and are not renewable.
The Senatorial Scholarship Program
Applicants may be high school seniors, degree-seeking undergraduates, or full-time or part-time graduate students. Applicants should complete the Free Application for Federal Student Aid (FAFSA) by Sunday, March 1 and contact their Senator in February for additional application procedures. Applicants who graduated from high school five or more years ago, have completed 24 college credits, or attended a community college does not have to take the SAT 1 or ACT. The minimum annual award is $400 and may be renewed if the student maintains satisfactory academic progress.
The Delegate Scholarship Program
Applicants may be high school seniors, degree-seeking undergraduates, or full-time or part-time graduate students. The applicant must complete the Free Application for Federal Student Aid (FAFSA) by Sunday, March 1, contact his/her delegate in February for additional application procedures, and may have to demonstrate financial need. Annual awards of $200 or more require the recipient to maintain satisfactory academic progress and reapply for the award each year.
The Edward T. Conroy Memorial Scholarship Program
This program provides assistance to full-time or part-time students who are dependents of deceased or 100% disabled members of the U.S. Armed Forces, dependents of deceased victims of the Sept. 11, 2001 terrorist attacks, and dependents of deceased public safety employees or volunteers who were killed in the line of duty. Awards cover tuition and fees not to exceed $9,000 and may be renewed. The deadline to submit the Edward T. Conroy Memorial Scholarship application is Wednesday, July 15.
Veterans of the Afghanistan and Iraq Conflicts Scholarship Program
This program provides assistance to military members who have served in Afghanistan or Iraq on or after October 24, 2001, and their dependents who are either current high school seniors or undergraduate degree-seeking students enrolled at an accredited Maryland institution. The applicant should submit the Free Application for Federal Student Aid (FAFSA) and the Scholarship Application by Sunday, March 1. Awards may be renewed if the student maintains a minimum 2.500 cumulative grade point average and continues to meet the eligibility criteria.
The Part-Time Grant Program
Funding for this program is provided to Maryland institutions to award students who demonstrate financial need and enroll for 6 to 11 credit hours. Annual awards of $200 to $2,000 are based on availability of funds at the institution and may or may not be renewed each year.
The Distinguished Scholar Program
This competitive program has three categories: Academic Achievement, National Merit Scholarship and National Achievement, and Talent in the Arts. High school juniors may apply or be nominated by their high school. The annual $3,000 award is renewable if the recipient continues to meet the eligibility criteria. The Distinguished Scholar Community College Transfer Program
This program is for Maryland residents who have completed 60 or more credits at a Maryland community college and plan to transfer to a Maryland four-year institution. The annual $3,000 award is not based on financial need. Learn more details about this program at MHEC .
Workforce Shortage Student Assistance Grants Program
This program provides financial assistance to full-time or part-time students under the following programs: Child Care Provider Scholarship; Developmental Disabilities, Mental Health, Child Welfare & Juvenile Justice Workforce Tuition Assistance Program; Distinguished Scholar Teacher Education; Sharon Christa McAuliffe Memorial Teacher Education Scholarship; State Nursing Scholarship; Physical and Occupational Therapists and Assistants Grant; and William Donald Schaefer Scholarship. Non-Resident Tuition Reduction and State Aid Program for Nursing Students
This program provides funds to undergraduate nursing students who are not residents of Maryland but attend a Maryland two-year or four-year public institution. Awards are not based on need, but require an employment service obligation in Maryland. The Nonresident Tuition Reduction and State Aid Program for Nursing Students application must be completed and submitted to the financial aid office where the student is attending college.
