Carroll Community College Appoints Susan Leibman as Director of Career Pathways and Apprenticeships

Westminster, MD — Carroll Community College is pleased to announce the appointment of Susan Leibman as the new Director of Career Pathways and Apprenticeships within Workforce, Business, and Community Education.

Susan brings more than 15 years of experience in program administration, grant management, instructional leadership, and community engagement. She most recently served as the College’s Director of Adult Education and Literacy Services, where she successfully led the implementation of the Workforce Innovation and Opportunity Act (WIOA) Title II Adult Education program for the Carroll County workforce area.

“I’m honored to step into the role of Director of Career Pathways and Apprenticeships and to help shape the future of workforce development in our county,” said Leibman.

At a time when economic mobility and talent development are more critical than ever, she is committed to expanding inclusive educational pathways and apprenticeship opportunities that connect learners of all backgrounds to meaningful careers.

Susan holds a master’s degree in organizational management and a bachelor’s degree in biology and chemistry, equipping her with a strong foundation to lead strategic initiatives that connect education with workforce needs.

“Susan’s leadership will be instrumental in deepening Carroll’s engagement with local organizations and advancing a more integrated approach to workforce and educational success. Her work will help ensure that students not only enter to learn, but also gain meaningful experiences and earn credentials that lead to sustainable careers, fully aligning with Carroll’s strategic vision,” said Steven Berry, Dean, Workforce Innovation & Community Advancement.

In her new role, Susan will leverage her extensive expertise to cultivate a dynamic educational ecosystem that bridges workforce development, community partnerships, and career-focused learning. She is poised to strengthen existing relationships and form new collaborative efforts, aligning initiatives to expand access to meaningful pathways for learners of all backgrounds.

“I look forward to forging innovative partnerships with local businesses and community organizations to create dynamic, real-world learning experiences that not only prepare our students for success but also assure that Carroll’s graduates are well-equipped to meet the evolving needs of our employers,” she said.
