Paramedics care for individuals who suddenly become ill or are injured in an accident, requiring immediate medical treatment. Paramedics respond to emergency calls, performing first aid services and transporting patients to medical facilities. People’s lives often depend on the quick reaction and capable skills provided by these professionals.

This is a selective admission program (see FAQ for details) intended to serve EMS providers in the state who meet minimum requirements and maintain an affiliation with a fire station. The program—offered in a hybrid format comprised of classroom, online and skills lab sessions—is designed to accommodate individuals unable to attend a traditional paramedic program. While enrolled, students can continue working, volunteering, parenting and participating in other aspects of life. They can attend lectures remotely. Hands-on activities occur on a variety of days and times to give students flexible options. Clinical opportunities also accommodate student schedules to the greatest extent possible.

Course work qualifies students to apply to take the National Registry of Emergency Medical Technicians exam (NREMT), which is currently required for practice in most states, including Maryland. Our graduates have found employment within Carroll and surrounding counties. Many graduates of the program have stated they could not have obtained their paramedic degree in a traditional program and are thankful for the hybrid model.  

An Emergency Medical Technician (EMT) Certificate Program is also available.

Program Director: Chrissy Lippy Barnes Phone: 410-386-8233 Email: EMS@carrollcc.edu This program prepares students to sit for the National Registry Paramedic (NRP) licensure exam, which is currently required for practice in most states, including Maryland. This is a selective admission program intended to serve EMS providers in the State. The format will allow students statewide to complete clinical work at institutions close to home, didactic courses as hybrid online/on site lab combination. The following are required for entrance into the program: Current EMT-B certification (Take EMS-003 and EMS-004 to prepare), active status with an EMS jurisdiction, and completion of any required transitional work. The Carroll Community College Paramedic program is accredited by the Commission on Accreditation of Allied Health Education Programs (www.caahep.org) upon the recommendation of the Committee on Accreditation of Educational Programs for the Emergency Medical Services Professions (CoAEMSP). Students must maintain an overall 2.00 GPA and earn a minimum grade of C in all math, and science courses.

Faculty Spotlight

Michael R. DiNapoli, MD, PhD, FACEP, Chief Medical Director/Instructor

Dr. DiNapoli completed his MD and PhD at the University of Miami in 1998, and his residency in Emergency Medicine and a 2-year fellowship in General Surgery and Trauma at Johns Hopkins Hospital in 2003. During his training, he completed over 50 international publications and presentations in cancer research, emergency medicine and trauma. Dr. DiNapoli has practiced Emergency Medicine as an attending physician in both academic and community centers since 2003. In addition, he has served as the Chief Medical Director of EMS Operations and Training for the Carroll County Volunteer Emergency Services Association and Butler Medical Transport since 2010.

Christina Lippy Barnes, Instructor

Barnes received a Bachelor of Science degree in Elementary Education from Towson University. She went on to teach in the public school setting for five years. During that time, she became an Emergency Medical Technician, volunteering with a local fire department. She completed her Paramedic degree at Carroll Community College in 2012 and then became a full-time paramedic with the Sykesville Freedom District Fire Department. While gaining experience in the field, she was asked to assist with Paramedic classes at Carroll, later becoming its first full-time Paramedic faculty member. During her time at Carroll, she has helped the program become nationally accredited and has moved on to become its Clinical Coordinator.

Dan Jones, Instructor

Jones graduated Towson State University with a degree in Secondary Education in 1993. Since receiving his paramedic certification in 1995, he has worked as a paramedic with private ambulance services for 7 years and with the fire service for 22 years. Jones began as an EMS instructor in 2001 for the Carroll County Volunteer Emergency Services Association (CCVESA), and has served as adjunct faculty at Carroll Community College since 2011.

What does this program cost?

The EMS Paramedic program is made up of 63 to 67 credits. *

*Note that students can take all General Education courses at any accredited institution to decrease the cost of the Paramedic Program. The Paramedic program is 43 credits.



Getting Started

  1. Submit a completed   enrollment application if you have not previously attended Carroll. Your Paramedic Program application will not be processed for consideration unless you have submitted an enrollment form.
  2. Submit a completed  Emergency Medical Services Program application for the year you anticipate starting the program. Complete both pages of the application and sign the last page. Be sure to list all schools attended on the first page.
  3. Return two  recommendation forms.
    • One recommendation form should be completed by someone who knows you outside of your family.
    • The other form should be completed by your fire department Chief Officer if possible.
    • The forms may be sent directly to the college by the individuals or you may include them with your application. 
  4. Include a copy of your current EMT-B or EMT-I card.
  5. Provide proof or exemption of any transitional work (i.e. Math-099, READ-101 and ENG-096).
  6. Review the  Essential Functions or Abilities document to determine your ability to meet the program's standards and skill requirements.  
  7. For degree pathway-
          1. Provide transcripts from other institutions documenting completion of:
            • BIOL-101 Fundamentals of Biology
              1. BIOL-210 Human Anatomy and Physiology 
              2. BIOL-211 Human Anatomy and Physiology II 
              3. ENG-101 College Writing 1
              4. SOC-101 Introduction to Sociology
              5. SPCH-101 Introduction to Speech Communication
              6. MATH-115 Introduction to Statistical Methods (recommended).
          2. If you have previously attended Carroll, submit a Change of Curriculum form to the Records Office. This will trigger an evaluation of your transcripts for the Paramedic Program.
          3. While not required, you are strongly encouraged to complete all general education pre-requisites prior to beginning the program's clinicals.

          Program Goals

          The goal of the program is to prepare competent entry-level Paramedics in the cognitive (knowledge), psychomotor (skills) and affective (behavior) learning domains, with or without exit points at the Advanced Emergency Medical Technician, Emergency Medical Technician and/or Emergency Medical Responder levels.
