Hazing is antithetical to the mission and values of Carroll because it harms, degrades, and dehumanizes members of the Carroll Community. Therefore, hazing in any form is prohibited and participants will be held accountable, including, but not limited to, expulsion as it relates to individuals. Clubs, organizations, and teams could be disbanded. This policy complies with the federal Stop Campus Hazing Act (SCHA) signed in December 2024 and with Maryland’s Anti-Hazing Law.

Anti-Hazing Policy and Procedures

Carroll’s Anti-Hazing Policy defines hazing and outlines a reporting procedure via the Standards of Student Conduct process. With the exception of the College Ombuds, all Carroll employees are mandatory reporters under the Jeanne Cleary Campus Safety Act and must immediately report concerns for investigation. The College Ombuds provides a confidential way to discuss the hazing concern without a report to the College unless there is an immediate threat to health and safety as required by law.

Education Resources and Training

The College provides research-informed hazing prevention and awareness programs for students, staff, and faculty. The strategy is designed to stop hazing before it begins. Prevention programs focus on defining and identifying hazing and include skills for bystander intervention in hazing situations, information on ethical leadership, and strategies for building group cohesion without hazing. Hazing survivors can utilize the Office of Student Care and Integrity to access a variety of resources to support them in their coping and healing processes.

Campus Hazing Transparency Report (CHTR) 

The College publishes the Campus Hazing Transparency Report (CHTR) bi-annually if any recognized Student Organization is found responsible for hazing under the College’s Hazing policy.
