What Is Independent IEP Meeting Facilitation?

IEP meeting facilitation is a voluntary service that brings a trained, neutral facilitator into an IEP meeting.

The facilitator supports the process by:

  • Conducting pre-meeting conversations
  • Confirming and clarifying agenda items
  • Maintaining meeting structure and pacing
  • Supporting respectful dialogue
  • Clarifying misunderstandings
  • Keeping the discussion focused on student-centered outcomes

The facilitator does not replace the IEP chair, provide legal advice, or determine outcomes. All decisions remain with the IEP team.

When to Consider Facilitation

IEP meeting facilitation may be appropriate when:

  • Prior meetings have been tense or unproductive
  • Complex evaluations are being reviewed
  • Strong emotions are anticipated

Who can request an IEP facilitator?
Either a parent/guardian or a school representative may request facilitation. Both parties must agree to it.

Is there a cost?
No. IEP meeting facilitation is provided at no cost.

Does the facilitator replace the IEP chair?
No. The IEP chair maintains responsibility for the meeting, with the facilitator in a supportive role.

Will the facilitator make decisions or provide legal advice?
No. All decisions remain with the IEP team.

When should facilitation be requested?
Please request at least 10 days before the meeting when possible.

What is the difference between facilitation and mediation?
Facilitation supports communication and organization during an IEP meeting. Mediation is a separate dispute-resolution process used when structured negotiation is required.
