Carroll Community College Announces New Board of Trustees Leadership
Westminster, Md. — Carroll Community College announces the appointment of Greg Kahlert as Chair of the Board of Trustees and Ben Scheper as Vice Chair. Both Kahlert and Scheper were appointed by the Governor of Maryland to serve on the College’s Board of Trustees. The leadership changes were approved by the Board and are effective July 1, 2026.
Kahlert succeeds Dave O’Callaghan, who completed a distinguished tenure as Board Chair. Scheper succeeds Diane Foster, who previously served as Vice Chair. The College extends its sincere appreciation to O’Callaghan and Foster for their dedicated service, leadership, and contributions during their time in office.
As Chair, Kahlert will lead the Board in advancing the College’s mission to provide accessible, high-quality education and workforce training that strengthens the community. In partnership with President Dr. Rose Mince, Kahlert and Scheper will help guide strategic efforts that position Carroll Community College as a leader well into the future. Their leadership will support the expansion and deepening of partnerships with business and community leaders, strengthen the pipeline of skilled workers, and enhance transfer opportunities that create clear pathways for student success.
As Vice Chair, Scheper will support the Board’s governance and strategic priorities, working collaboratively to ensure the continued success of the College.

O’Callaghan and Foster provided steady and impactful leadership during a period of significant progress for the College. Their service helped guide the approval and implementation of the College’s strategic plan, the continued expansion of dual enrollment opportunities for local students, and strengthened partnerships with the Carroll County Commissioners. Their leadership also supported key capital initiatives, including advancement of the Ratcliffe Applied Technology and Trades Center project, further aligning the College with regional workforce needs.
The College thanks O’Callaghan and Foster for their commitment and stewardship, which helped guide Carroll Community College through these important milestones. The Board looks forward to continued progress under the leadership of Kahlert and Scheper.
