Vehicles for Change (VFC) is a nonprofit dedicated to helping low-income families overcome transportation barriers while providing career training in the automotive field.

Carroll Community College is proud to partner with VFC to bring this impactful program to Carroll County.

Vehicles for Change Impact

Since 1999, VFC has:

  • Awarded 8,000+ vehicles to families in need.
  • Positively impacted 26,000+ lives.
  • Helped recipients increase earnings by an average of $7,000 per year.
  • Reduced commutes by up to 90 minutes daily.

A donated car doesn’t just provide transportation—it transforms lives, opening doors to better jobs, access to healthcare, and more quality time with family.

Carroll plays a key role in supporting VFC’s mission by:

  • Identifying eligible families for the Car Award Program.
  • Promoting local vehicle donations.
  • Offering Automotive & EV Technician Training that aligns with VFC’s Full Circle Auto Training Center for returning citizens.

Ways You Can Help

When you donate a vehicle—running or not—to VFC, your car donation is tax-deductible and directly supports local families.

Apply for a Vehicle

If you are interested in receiving a vehicle through VFC, complete the Vehicles for Change Interest Form. Carroll Community College, as a sponsor agency, will follow up with you to assess your eligibility.

To qualify, you must:

  • Be 25 or older
  • Work (or have a verifiable job offer) 30+ hours a week
  • Not own or share a household vehicle
  • Need a car for employment
  • Hold a valid Maryland driver’s license
  • Have a clean driving record (no DUI/DWI in past 3 years; no fatal motor vehicle convictions; max 2 points on driving record)
  • Be able to save $500 for MVA fees and taxes
  • Meet income guidelines ($27,500–$62,000, depending on family size)

Applicants must provide:

  • Valid driver’s license
  • Social Security card
  • Certified 3-year driving record
  • Two recent paystubs (within 30 days) or proof of job offer
