Carroll County Women Making History in Education - Carroll Community College

Carroll County is experiencing a historic moment in education, one that highlights the power of leadership, innovation, and community. For the first time ever, all three of the county’s highest-ranking educational leaders are women. The dedication and vision of these women leaders are shaping the future of education for students of all ages.

Driving Innovation at Carroll Community College: Dr. Rose Mince

Dr. Rose Mince, President of Carroll Community College

As the fourth president of Carroll Community College, Dr. Rose Mince has been instrumental in shaping the College’s strategic plan that focuses on opportunities to learn, experience, and earn for its students, the internal College community, and external partners, businesses, and agencies. Her leadership has brought a renewed focus on professional development, workforce training, and student success.

Mince has instituted collegewide Discovery Days to foster learning and collaboration among staff and faculty, and has played a key role in supporting fundraising initiatives through the College Foundation to enhance programs and services, including the installment of a turf field to expand athletics.

Mince remains deeply committed to student access and career pathways, launching new programs that prepare students of all backgrounds for in-demand jobs and transfer opportunities. Her vision ensures that Carroll Community College continues to be a driving force for both students and the local economy.

Leading Carroll County Public Schools: Dr. Cynthia McCabe

Dr. Cynthia McCabe, Superintendent of Carroll County Public Schools

Dr. Cynthia McCabe is the first female Superintendent of Carroll County Public Schools in its 160-year history. With a career spanning multiple leadership roles—including Assistant Principal, Principal, Director of Elementary Schools, and Chief of Schools—McCabe has long been a champion for student success.

Since stepping into her role in 2022, she has emphasized academic achievement, innovative programs, and community engagement. She has also played a critical role in navigating the school system through the complexities of Maryland’s Blueprint for Education, ensuring that students receive a high-quality education that prepares them for a rapidly evolving world.

Advancing Higher Education at McDaniel College: Dr. Julia Jasken

Dr. Julia Jasken, the tenth president of McDaniel College, is a strong advocate of innovative liberal arts curricula and the College’s student-centered mission. Under her leadership, McDaniel has recently launched a five-year strategic plan focused on student achievement and professional success.

Over the past five years, Jasken has also strengthened the college’s connections with the local community, creating initiatives like Carroll County Scholars, which provides free college search support and guidance for local high school students. Through new academic programs and expanded student opportunities, she continues to enhance McDaniel’s reputation as a forward-thinking institution dedicated to both education and service.

A Moment Worth Celebrating

These three women leaders mark a new chapter for Carroll County’s educational institutions. Their commitment to organizational excellence, student success, and community engagement is transforming education throughout the region.
