About Maryland Student Legislature
The Maryland Student Legislature (MSL) is a student-run, statewide program that places college students in the role of state and local lawmakers. Designed to simulate the Maryland State Legislature, it provides students with the knowledge and skills needed to draft bills, debate important and complex issues and work toward consensus among their peers – just like real legislators do!
At the heart of the MSL experience are two key events:
The Leadership Training Institute (LTI) – a day-long event featuring guest speakers and workshops aimed at building the skills students need to participate effectively in the legislative process.
The Student General Assembly (SGA) – a two-day event during which students from across Maryland gather in a simulated legislative session to present, debate, and vote on bills, following the same processes and procedures that guide the actual State Legislature.
Maryland Student Legislature at Carroll
At Carroll, students have two options for engaging in this exceptional experience.
In the Fall, eligible students can access the MSL program via a 2-credit course offered in partnership with McDaniel College.
In the Spring, a non-curricular version of the experience is open to all interested students.

During and after their MSL experience, students benefit from a strong system of alumni support offering personalized mentorship, networking opportunities, and assistance with job and internship applications. As a result, many MSL alumni have gone on to impressive careers serving in state and federal government, public agencies, law, civil service, academia, and even journalism.
