Purpose
Carroll Community College is committed to fostering an inclusive, equitable, and supportive learning environment for students who are pregnant, parenting, serving as guardians, or balancing caregiving responsibilities. The College recognizes that these students may experience unique challenges while pursuing their educational goals and is dedicated to reducing barriers, promoting access to educational opportunities, and supporting student persistence, wellbeing, and completion.
Consistent with Maryland’s Pregnant and Parenting Student Support Act, as amended by Senate Bill 420 and House Bill 6, Carroll Community College provides information regarding available resources, supportive measures, accommodations, and campus services designed to assist pregnant and parenting students.
Disability Support Services (DSS), Student Care & Integrity, Title IX, faculty, and other campus partners work collaboratively to identify and address barriers that may affect a student’s ability to participate fully in their educational experience. Through an individualized and interactive process, students can explore accommodations, access resources, and receive support tailored to their circumstances.
Student Rights and Protections
Carroll Community College will treat pregnancy, childbirth, false pregnancy, termination of pregnancy, recovery from pregnancy, lactation, and related medical conditions in the same manner and under the same policies applicable to students with temporary medical conditions.
Pregnant and parenting students have the right to:
- Continue participating in academic programs, courses, and extracurricular activities.
- Request reasonable accommodations or supportive measures when appropriate.
- Flexibility with attendance policies may be supported by appropriate documentation when required under College policy when medically necessary.
- Return to the same academic and extracurricular status held prior to a medically necessary absence or leave.
- Receive protection from discrimination, harassment, or unequal treatment based on pregnancy, parenting status, or related conditions.
- Access available campus and community resources that support their educational success and wellbeing.
The Senior Director of Institutional Integrity, Compliance, and Accreditation and Disability Support Services staff may determine when accommodations or academic adjustments are necessary and communicate approved accommodations to faculty as appropriate.
Support and Accommodation Services
Students seeking assistance are encouraged to contact Disability Support Services, Student Care & Integrity, or the Title IX Office. Support may include:
- Academic accommodations and flexibility when appropriate
- Assistance communicating with faculty regarding approved accommodations
- Referrals to campus and community resources
- Basic needs support, including food and financial resource referrals
- Care coordination and student support services
- Guidance regarding Title IX protections and pregnancy-related rights
Support is individualized and based on each student’s circumstances and educational needs.
Lactation Support
Carroll Community College provides a private lactation room located in Room A-221. Students and employees may obtain access through the Office of Student Engagement (A-118). If the office is closed, Campus Police can provide assistance with access.

- Shelter & Housing – In addition to shelter, services are provided to assist families, individuals, and those with disabilities get back on their feet to obtain and remain in permanent housing. HSP works with community resources to provide security deposit and eviction prevention assistance.
- Opportunity Works – Assists individuals in job training, resume building, and searching for employment. The Opportunity Works team also works with individuals to overcome barriers to employment such as criminal background or lack of previous experience.
- Home Energy Program – Assists Carroll County residents with electric and fuel costs, bill assistance, the Maryland Energy Assistance Program (MEAP), and utility arrearages. Additional community resources may also be available to assist with utilities related to heating, electricity, cooking, and hot water.
